Basically, it mandates the school to offer food substitutions rather than the school
excluding food or restricting the food choices as long as there is a physician
statement explaining the disability, federal law recognizes it is a disability and
obtaining the food substitutions is within the realm of a reasonable accommodation.
See page 5 and Appendix A.

This USDA regulation is especially helpful for children with celiac disease where
there is a readily available supply of commercially produced gf foods which are "like
kind" to their gluten food alter ego such as for breads, pasta, pizza, rolls, muffins,
donuts etc.  In addition, celiac is a physical disease and is not an allergy where the
allergy carries much less protection under this USDA regulation.
